This position is located in the Programme Office in Uganda (POUGA), Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) with duty station in Kampala, Uganda. The incumbent will work under the supervision of the Crime Prevention and Criminal Justice Officer (Violent Extremism in Prisons) at the Programme Office in Uganda and the overall guidance of the Programme Coordinator heading the Global Programme on Cybercrime.

Responsibilities

• Contribute to the formulation, development, implementation, coordination, backstopping and evaluation of existing and new projects and activities in the countering of cybercrime in the region.

• Assist in monitoring and analyzing programme/project development and implementation.

• Review, prepare and/or ensure timely preparation and submission of relevant project documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties, counterparts and stakeholders involved in the delivery, or receipt, of countering cybercrime technical assistance; identify and track follow-up actions.

• Assist in monitoring the expenditures and utilization of funds in the assigned areas of responsibility and in drafting parts of / or contribute to the preparation of the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, funding proposals, programme performance reports.

• Contribute to the development and delivery of technical assistance, mentoring and training to national agencies in areas of countering cybercrime in Africa, with a specific focus on Eastern African French and Portuguese-speaking countries. It includes providing organizational and logistic support for activity implementation, as well as facilitating and moderating trainings, workshops and other types of events, in conjunction with other senior staffs.

• Contribute to fund-raising activities by reviewing, drafting and compiling documents, participating in meetings, identifying sponsors, proposing alternative source of funding.

• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

• Perform other work-related duties as required.

Education

>An advanced university degree (Master’s degree of equivalent) in law, criminology, international security, business administration, political science, public administration, or other related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
>A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

  • A minimum of two years of progressively responsible professional work experience in the area of countering cybercrime, cryptocurrencies and financial investigations OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
  • Work experience in delivering training and providing technical assistance in countering cybercrime and investigations related to cryptocurrencies to the criminal justice sector is desirable.
  • Work experience implementing projects in developing countries is desirable.
  • Work experience in project management and coordination is desirable.
  • Work experience within the United Nations system or similar international organization is desirable.
  • Experience in data analytics or related area is desirable.
