Background
West Africa, and especially the Sahel region, currently faces many interconnected challenges related to poverty, climate change, rapid population growth, as well as severe threats to the national and regional stability posed by human rights violations, terrorism and transnational organized crime. Political instability in the region and the humanitarian crises and human rights situation have made populations more vulnerable and pushed people to migrate in order to protect themselves and meet their basic needs. In parallel, limited opportunities for accessible regular channels for migration and porous borders as well as limited capacities, legal frameworks and resources to combat smuggling of migrants (SOM) have enabled organized criminal groups to develop networks to smuggle migrants through West and North Africa to Europe, often exposing migrants to severe abuses, human rights violations, and risks to their life.
In order to respond to this situation, UNODC and OHCHR developed a joint project “PROMIS – Protection of Migrants: Justice, Human Rights and Migrant Smuggling” to strengthen the capacities of West African states to develop a human rights-based response to smuggling of migrants and to effectively respond to human rights violations related to irregular migration”, funded by the Kingdom of the Netherlands. The geographical coverage of the project includes Burkina Faso, Chad, Côte d’Ivoire, The Gambia, Mali, Niger, Nigeria and Senegal. The project started in 2016 (Phase I) and was extended in 2017 (Phase II) and 2020 (Phase III).
Against this background, UNODC/OHCHR is/are recruiting a consultant to develop a monitoring and evaluation (M&E) system, with tools to measure the impact of activities of the PROMIS project since its inception and beyond; and analyze data collected since the inception of the project.
Duties and Responsibilities
Within the framework of this assignment, the consultant will be required to deliver the following tasks:
Gather and analyze data from PROMIS phase I & II and produce a report presenting the performance and impact of the project: identify and reflect lessons learned, good practices and gaps in the delivery of the project.
Draft a theory of change for the phase III PROMIS project.
Develop a M&E system and tools to effectively evaluate the impact of PROMIS project Phase 3
Train PROMIS project team on the use of the M&E system and tools.
The work involves frequent interaction with the PROMIS project team (both UNODC and OHCHR), namely the coordination team based in Dakar, the National Project Officers based in the field and, if needed, the HQ of each agency.

Indicators to evaluate the consultant’s performance:
Payments will be made upon satisfactory completion and/or submission of outputs/deliverables.
All the outputs should meet the satisfaction of the PROMIS Project Coordinators of OHCHR WARO and UNODC ROSEN based in Dakar, according to the following criteria:
Quality of the outputs submitted
Technical competence
Timeliness of the delivery.
Payment:
Payments will be made upon satisfactory completion and/or submission of outputs/deliverables.
Please note that last payment must coincide with the end of the contract and must be identical to payment phases in the engagement of consultant/IC request.

Criteria for selection :
- Advanced university degree (Master’s degree or equivalent) in programme management and administration or similar field is required/ Specific training on monitoring & evaluation is highly desirable. 20%
- A minimum of five years of relevant professional experience in project monitoring and evaluation, and reporting is required. 25%
- Proven experience in designing tools and strategies for data collection, analysis and production of reports. 10%
- An understanding of the international framework against transnational organized crime and in international human rights law is an asset. 15%
- Familiarity with reporting modalities of international organizations is desirable / Work experience with the United Nations or similar international organization is desirable.15%
- Experience in West Africa and knowledge about the region . 5%
- Fluency in French and English with proven drafting and communication skills is required. 10%

Qualifications/Expertise sought
Academic requirements:
- Advanced university degree (Master’s degree or equivalent) in programme management and administration or similar field is required. Specific training on monitoring & evaluation is highly desirable. A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of five years of relevant professional experience in project monitoring and evaluation, and reporting is required.
- Understanding monitoring and evaluation methodologies is essential;
- An understanding of the international framework against transnational organized crime and in international human rights law is an asset.
- Familiarity with reporting modalities of international organizations is desirable.
- Work experience with the United Nations or similar international organization is desirable.
- Excellent communication skills are required.
- Demonstrated ability to meet deadlines and work under pressure;
- Proficiency in word processing, presentation and spreadsheet software is required.
Languages:
- Fluency in French and English, with proven drafting and communication skills, is required.
