The prospective incumbent will be responsible for ensuring that all accounting policies and procedures are compliant with all statutory regulations and accounting standards and that they are communicated to the business areas as well as ensure full compliance with the taxation requirements and all relevant tax legislation

They will oversee the management of the group reporting responsibilities including the development of guidelines, templates and instructions and the implementation of internal controls, leading to the preparation of accurate and timeous statutory reports that are compliant with all internal and external reporting requirements.

Establish an internal control environment, including strong corporate governance processes, compliance with accounting standards and policies and the identification of improvements to be made to business processes and controls.

Need to ensure that all Financial and Taxation systems and records are managed effectively, and data is accurately processed.

Position outputs:

  • Refine and update the accounting policies to ensure that they remain compliant with the requirements of any changes in accounting standards. Ensure that changes are adequately operationalised and communicated to the business areas. Prepare and document position papers that may be required from time to contribute to finance related projects such as the sale or acquisition of a business.
  • Ensure that all Finance Standard Operating Procedures are updated regularly, communicated to the whole finance community, and documented.
  • Ensure qualitative and timeous Month-end processes, Interim and Year-end Financial reporting and analysis including taxation, cash flow, statutory and management reporting shared timeously with relevant stakeholders to monitor and drive TP and Finance forward.
  • Ensure all finance reconciliations are done on time, reviewed, and signed timeously.
  • Drive the TBI automation process involving the move from the manual extraction and manipulation of financial information to an automated environment where information can be accessed directly on SAP.
  • To drive the TBI automation process that will deliver improvements in the accuracy and reliability of information that is used to meet the statutory and other reporting requirements
  • Responsible for cashbook management including cashflow forecasts, and maintenance of bank accounts
  • Regularly review changes in tax legislation and policy and ensure that taxation guidelines, processes and procedures are in place, up to date and are aligned with those of Transnet. Communicate these to the business and review actual business practices against legislation to ensure compliance.
  • Review VAT returns, ensuring that they have been accurately calculated and are timeously submitted. Assist and advise the Group regarding VAT matters so that the best possible advice and options are provided.
  • Manage the tax audit process and review the audit report to ensure that audit recommendations are implemented. Oversee the follow-up of any tax-related issues in the external audit management letter or in the internal control reports and ensure that they are dealt with promptly and in a satisfactory manner and that there are no repeat occurrences
  • Calculate annual tax liability (current and deferred), compile and submit the tax pack to Transnet, ensuring the provision of supporting tax calculations for Annual Financial Statement purposes.
  • Calculate monthly tax provision and ensure that Group reporting requirements are met, including liaising with Group Tax to resolve outstanding queries.
  • Ensure that all Transnet reporting requirements are met, including final reviews of pack information to assess reasonability and that adequate reasons are provided for anomalies. Also ensure that all figures and analyses are properly supported and fully understood and brief the CFO to enable any Exco queries to be resolved.
  • Manage the process of preparing management information and reporting to the various audit committees in respect of the financial and operational overview and on the state of corporate governance and internal control.
  • Manage the external audit process, ensuring that service levels are adequate and result in the timeous delivery of a signed statutory pack aligned to the Transnet reporting requirements. This includes managing audit fees and costs, timing and schedules and the overall audit approach.
  • Ensure that issues related to statutory reporting in the external audit management letter or in the internal control reports are dealt with promptly and in a satisfactory manner and that there are no repeat occurrences.
  • Establish an internal control process with effective mechanisms that deliver a high level of corporate governance. This will include the identification of improvements to be made to business processes and controls, as well as monitoring that the business areas are compliant and are completing the monthly control sign-offs.
  • Lead and manage the staff within the finance department ensuring a high-performance culture.

Qualifications & Experience:

  • Professionally registered as a CA or Equivalent
  • +5 years’ experience working within Finance
  • Strong understanding of process excellence and experience delivering Continuous Improvement required
  • Strong customer service orientation with a focus on establishing and maintaining a strong customer service culture
  • Proven ability to work effectively cross-functionally in the organization
  • Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19
