KEY ACCOUNTABILITIES (not all-inclusive)

You will be responsible for:

1.    Supporting impact evaluations that are part of OEV’s Optimising Humanitarian Interventions Workstream (cross-cutting with Impact Evaluation Windows) and individual impact evaluations (70%):

•    Respond to demand and assess feasibility to partner with WFP country offices to conduct impact evaluations, while ensuring alignment with ongoing IEs.
•    Make key contributions to the design of impact evaluations. 
•    Help develop and manage (window-level) pre-analysis plans.
•    Manage all elements of IEs, including coordinating across academic partners and COs, undertaking field missions, supervising field coordinators and data collection firms, training enumerators supervising incoming data quality (with assistance from research assistants), analysing data, and contribute to writing impact evaluation reports and (academic) articles for different audiences.
•    Contribute to and oversee analysis and output development for impact evaluations. 
•    Contribute to grant-reporting, internal reporting, budgeting, and fundraising efforts.
•    Keep relevant internal stock-taking and budgetary systems up to date.

2.    Production of additional analytical outputs (20%): 

•    In addition to contributing to final IE reports and academic papers: use impact evaluation or other data to produce insightful analytical outputs of varying length, e.g., diagnostic pieces, descriptive articles, blog posts, etc.

3.    Capacity building & Communications for WFP’s impact evaluations (10%):

•    On-demand technical support to impact evaluation queries from Country Offices and Regional Bureaus. 
•    Build impact evaluation capacity of WFP staff and partners through development and management/oversight of trainings and events. 
•    Support communications and dissemination of impact evaluation results in coordination with OEV’s communications team. 
•    Participate in seminars, conferences, and workshops to field demand for IE, present IE, or other results, engage in active dialogue with academics and practitioners.
•    Support WFP’s efforts to develop a community of practice on IEs in humanitarian contexts.
 

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in disciplines relevant to impact evaluation (e.g., evaluation, economics, political science, development studies, etc.), or a First University degree with additional years of related work experience and/or training/courses. 

Experience:

  • You have a minimum of 5 years of professional experience supporting the delivery of impact evaluations or relevant experimental social science research.

Language:    

  • Fluency (level C) in the English language. 
     

KNOWLEDGE & SKILLS

You have:

  • Solid knowledge of quantitative and qualitative research methods used for identifying and measuring impacts. Experience designing, managing, and analysing household surveys is highly desirable.
  • Significant experience providing impact evaluation specific guidance, training and capacity support is desirable.
  • Proficiency in using statistical analysis software packages, including Stata and/or R, is essential. Experience with data management, including de-identifying, cleaning, encrypting, storing, and making secure transfers is essential.
  • Fully computer-literate with excellent skills in Word, Excel, Power Point and database management. Experience managing research or evaluation budgets, contributing to funding proposals, and overseeing timely payments is desirable.
  • Strong interpersonal skills with demonstrated ability to work effectively and sensitively in diverse teams. Experience working with academic, civil society, private sector, NGO and/or government partners in countries where development and/or humanitarian projects are delivered is essential.
  • Excellent communication skills, written, verbal and visual. Experience effectively translating between academics and practitioners is highly desirable.
     

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for an initial period of 02 years. 
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
