About the Position

SARS is looking for individuals who will be responsible for Risk Engine strategy and associated delivery plans related to multiple practice areas, ensuring practice integration and operational implementation through the achievement of Risk Engine and Civil Case Selection Strategy objectives, specifically looking at Risk Engines for the attainment and implementation of Vision 2024.

Job Purpose

EDM Case Selection has been seeing a significant increase in the need for intense information and data analysis to identify and mitigate risks / fraudulent activities with strategic implementations in the various risk engines and related processes, using a wider span of data and models assisting in the mandate of the unit. 

Therefore, the purpose of the job is to manage a team of strategy and data analyst for risk detection, identification and mitigation while providing expert advice towards the attainment and implementation of Vision 2024.

  • Develops medium-term (2 to 3 years) strategy that aligns with organisational strategic goals. Strategic decisions are based on a solid understanding of the organisational strengths and weaknesses. Thoroughly analyses the market and competitive forces. Consistently aligns to local and regional trends.
  • Formulate the tactical strategy and associated delivery plans to manage the end-to-end process for Civil Case Selection Strategy in support of functional objectives in partnership with leadership.
  • Defines new risk frameworks and methodologies, as required. Keeps abreast of emerging regulation, theories, models and tools for identifying, measuring, monitoring and mitigating risk.
  • Ability to develop/review the risk strategy for Operations and/or Finance. Prioritises risk reduction measures based on risk strategy. Communicate the risk management plan and obtains approval from the relevant stakeholders & Group Executives. Provides direction, support and guidance to enable SARS Operations to implement and maintain effective systems of risk management. Diagnoses business needs: develops solution/ process/ models/ frameworks to assist in the management of risk.
  • Translates technical risk information into useable business intelligence to support effective decision making. Draws conclusions based on analysis for business users, identifying key issues and providing recommendations confidently. Challenges reports produced to ensure alignment with business needs.
  • Ability to prepare reports, that is understandable and useful for decision-making purposes.
  • Act as the bottom-line drivers of best operating practices for Risk Engine Strategy.
  • Define and balance the “best way” to achieve business tactical intention through process, people and task determination for Risk Engine Strategy.
  • Own and oversee practice of Risk Engine Strategy through compliance analysis and evaluation for Tax.
  • Develop practice to identify and consolidate compliance risks across all taxpayer groups for Civil Case Selection.
  • Protect organisation by establishing practice for compliance risk, Risk Engine & Civil Case Selection Strategy standards, anticipating compliance trends.
  • Direct, control, coordinate and optimise budgeted resources to meet specific objectives and deliver agreed results and productivity requirements.
  • Ensure the development and implementation of multiple practices in alignment with operational policy and procedural frameworks.
  • Identify and recommend opportunities to continuously improve all functions and systems in line with national, regional and organisational changes.
  • Plan for handling work outputs, pull together interdependent activities & specify priorities, standards & procedures to ensure tactical excellence.
  • Proactively identify interconnected problems, determine its impact and use to develop best fit alternatives, driving best practice solutions.
  • Provide periodic reports on performance against plan & progress on short-term initiatives & use to realign tactical plan and objectives appropriately.
  • Use the insights gained through integrated business reports to measure success & realign tactical strategy development objectives appropriately.
  • Recommend changes to optimise processes, systems, policies and procedures, and direct the implementation of change and innovation initiated by the organisation.
  • Implement governance, risk and compliance policy in own practice areas to identify and manage governance and risk exposure liability.
  • Manage and or advise on the translation and application of policy in a specific functional area.
  • Translate performance expectations into specific metrics and goals to identify and provide effective services, solve problems and achieve objectives.
  • Create a positive work climate & culture to energise employees & give meaning to work, minimise work disruption and maximise employee productivity.
  • Develop & implement appropriate people capacity plans in line with delivery & efficiency targets, on budget & in partnership with specialised areas.

Education and Experience

Minimum Qualification & Experience Required

Relevant Honours / Postgraduate Diploma (NQF 8) AND 10-12 years’ experience in a similar environment, of which 3-4 years ideally at management level.

                                                                                                                                                 OR

Relevant Bachelor’s Degree / Advanced Diploma  (NQF 7) AND 12 – 15 years related experience.
