About the position
SARS is looking for strong, focused, and skilled individuals with experience and relevant qualifications in the interpretation and application of the provisions of the Customs and Excise Act, 1964 and international trade agreements. The applicant must have a strong working knowledge of the GATT, the World Trade Organisation’s (WTO) Trade Facilitation Agreement and other relevant official documents issued by the WTO, and other relevant international organisations such as SACU, SADC, AU, WCO, UN, OECD etc. Have a proficient understanding of the interaction between the above legal instruments and the economy of the country. Have a reasonable working knowledge of applicable legislation of the dtic, ITAC, and other organs of state impacting on customs and excise legislation.
The role requires strong technical knowledge of the principles of the international trading system with excellent communication skills. The candidate must be able to do inter alia legal research, analyse data and prepare reports, recommendations and presentations in international forums where required. The candidate must be able to work well within a team or individually but must most of all be able to multitask. A strong customs and excise knowledge would be advantageous to develop legislative policy strategy around specific customs and excise products as required meeting the strategic objectives of SARS.
Job Purpose
- Provide international trade expertise, advice and support in policy formulation and associated best practice improvements.
- Ensure operational implementation of binding international trade agreements in support of customs business objectives.
- Provide expertise, advice and support in customs and excise legislative policy research, formulation, and development in relation to international trade agreements.
- Draft SARS customs and excise legislation and position papers in line with government policies and with international conventions and agreements.
- Provide customs and excise legislative guidance and direction to enable operational implementation of ratified international trade and customs agreements.
- Conduct research to investigate areas of concern to resolve problems and identify new solutions.
- Plan and organize own work tasks within area of work.
- Identify and resolve queries and problems timeously, apply discretion in line with process guidelines provided.
- Develop and maintain productive working relationships with peers, SARS role players and third parties to achieve predefined objectives.
- Draw on own knowledge and experience to diagnose symptoms, causes and possible effects to solve emerging problems.
- Initiate process and procedural change, implement the change and provide guidelines and support related to new requirements because of the change.
- Accumulate information to review work progress that provides input to reporting, decision making and the identification of improvement opportunities.
- Apply practical and applied knowledge and act authoritatively in area of specialisation.
- Communication of situational interpretation and judgement of work outputs and queries in area of specialisation.
- Correctly apply policies, practices, standards, procedures, and legislation in the delivery of work outputs.
Education and Experience
Minimum Qualification & Experience Required
B.Law (LLB) AND 8-10 years’ experience in customs or excise with 3-4 years’ experience ideally at operational specialist level or in drafting of legislative documents or trade negotiations/engagements
OR
Senior Certificate (NQF 4) with 15 years’ experience in customs or excise with 3-4 years’ experience ideally at operational specialist level or in drafting of legislative documents or trade negotiations/engagements
