About the Position 

SARS is recruiting for a self-motivated, passionate person who can work and deliver independently in an extremely pressurised environment, with multiple cross-functional teams, various internal and external stakeholders, and multiple IT systems or tools at a junior management level.  Attention to detail is a prerequisite including understanding of the Strategy of SARS and how it impacts the key objective results of the various organisational clusters in achieving the HIGHER PURPOSE.

The successful candidate will join a highly motivated and capable team in the SARS Corporate Own Accounts (COA) unit and will assist in identifying and implementing sound accounting practices within well-governed processes throughout the organisation within the Assets Management unit. The COA unit is responsible for the preparation of the annual financial statements, and these are prepared on an accrual basis in accordance with Generally Recognised Accounting Practice (GRAP) and practical knowledge in the application of IFRS/GRAP Accounting Standards is a prerequisite.

The key deliverables of the role include among others, assisting COA team in managing the full assets lifecycle at an enterprise level for assigned assets classes and contribution towards the preparation and finalisation of the Annual Financial Statements as prescribed by Section 55 of the Public Finance Management Act, Section 22 of the South African Revenue Service Act and in achieving the key results for SARS in accordance with the STRATEIC PLAN 2020 -2025.

This person will contribute towards reduction of assets audit risk through implementation of effective internal control processes and the proper accounting treatment of asset transactions as per the relevant accounting standards. The successful individual will perform reconciliation of assets transactions and ensure that financial information disclosure conforms to the relative legislation and applicable accounting framework, including supervising a team involved in the assets accounting processes. This individual should be highly skilled in the maintenance of general ledger in an Enterprise Resource Planning (ERP)/SAP, especially the Fixed Assets sub-ledger module in SAP/ERP. 

This role will require a person who has sound client liaison and stakeholders’ management skills, in order to be able to engage at all levels with clients, Finance Business partners and IT Service Assets teams that supports the business units within SARS that are mainly responsible for revenue collection. The successful candidate will support and facilitate engagement with the internal and external auditors for the assets management unit to contribute to SARS in achieving the key results for the Finance division as outlined in the SARS strategic objectives.

Job Purpose

Ensure adherence to policies by maintaining and monitoring organisational assets in accordance with SARS policies and procedures.

Education and Experience

Minimum Qualification & Experience Required

A Bachelor’s Degree in Accounting Sciences or a Bachelor of Commerce Degree with third year Accounting as a module (NQF 7) and 5-7 years’ experience in a similar environment, of which 2-3 years ideally at functional specialist level in a similar financial environment.

OR

An Advanced Diploma in Accounting Sciences or Advanced diploma in Finance with third year Accounting (NQF 7) as a module and 5-7 years’ experience in a similar environment, of which 2-3 years ideally at functional specialist level in a similar financial environment.

# ALTERNATIVE  

Senior Certificate (NQF 4) AND 10 years related experience in a similar financial environment.

  • Develop and maintain productive working relationships with peers, SARS role players and third parties to achieve predefined objectives.

  • Execute specialist input through investigation &opportunities within the product process including risk concern.
  • Initiate process and procedural change, implement the change, and provide guidelines and support related to new requirements as a result of the change.
  • Plan for value-added process improvements, initiatives, and services to deliver on operational strategy and objectives.
  • Provide specialist input through the investigation of opportunities for operational and process product and risk optimisation.
