About the Position

SARS is looking for a self-motivated, passionate person who can work and deliver independently in a highly pressurised environment, with multiple cross-functional teams, various internal and external stakeholders.  

To provide Company Secretariat and administrative support to SARS Governance Committees and act as a key support partner and an extension of the Company Secretary, Secretariat Team, Executive Leadership team through professional interactions with various stakeholders that are engaged with daily.

A professional who is highly skilled, results driven, with attention to detail, a strong work ethic and extensive experience working with sensitive and confidential information.

The successful candidate will manage the Secretariat function and review relevant governance policies and procedures. Ensure compliance with relevant legislation and King IV. Responsible for the induction and training of external Committee members. Provide administrative and logistical support for the efficient functioning of the committees. Keep a record of meetings and ensure that the quality of minutes conform to best practices and are of the highest quality. Develop and manage a resolutions’ tracking log, members’ annual declarations and ensure SARS regulatory compliance. Manage the budget allocated to the Secretariat Unit.

The candidate should have a working knowledge of the PFMA, Companies Act and King IV. Knowledge of tax law will be an added advantage. This role reports to the Company Secretary.

Job Purpose

To manage and coordinate administration functions at a strategic level to ensure governance within the office of the Commissioner.

Education and Experience

Minimum Qualification & Experience Required

Relevant Bachelor’s Degree/Advanced Diploma (NQF 7) AND 8 – 10 years’ experience in Governance, Legal, Commercial, or related fields with practical experience in Administrative and Secretariat Support, of which 3-4 years at Junior Management level.  

Alternative

Senior Certificate (NQF 4) AND 15 years’ experience in Governance, Legal, Commercial, or related fields with practical experience in Administrative and Secretariat Support, of which 3-4 years at Junior Management level.

  • Communicate a meaningful operational context that promotes the implementation of best practice, operational efficiency and client service delivery.
  • Constantly monitor the integrity and quality of data to ensure that the correct information is fed back to business and practice owners.
  • Act as the bottom-line drivers of tactical implementation within the context of business unit excellence and performance improvement.
  • Direct, control, coordinate and optimise budgeted resources to meet specific objectives and deliver agreed results and productivity requirements.
  • Ensure the development and implementation of a practice in alignment with operational policy and procedural frameworks.
  • Implement tactical strategy and delivery plans through the development of operational activities, ensuring the achievement of operational targets.
  • Use the insights gained through integrated business reports to measure success & realign tactical strategy implementation objectives appropriately.
  • Plan for handling work outputs, pull together interdependent activities & specify priorities, standards & procedures to ensure tactical implementation.
  • Recommend changes to optimise processes, systems, policies and procedures, and execute the implementation of change and innovation initiated by the organisation.
  • Proactively identify interconnected problems, determine its impact and use to develop best fit alternatives; implementing best practice solutions.
  • Provide periodic reports on performance against plan & progress on short-term initiatives & use to realign tactical plan and objectives appropriately.
  • Timeously communicate top down policy and associated single practice area modification, objective achievement progress and critical success factors to impacted stakeholders.
